Public Seminars 


A series of public seminars were held on the theme of the necessity for constitutional change. This was done by the Ministry, in association with the Dr. N. M. Perera Centre. This series of seminars was held to coincide with the birth centenary (2005) of Dr. N. M. Perera, who was an expert on constitutional affairs. His "Critical Analysis of the New Constitution" published in 1979, was the first critique of the current constitution to highlight its weaknesses.

Seminars were held in Colombo, Ruwanwella, Kandy, Kurunegala and Badulla, addressed by academics and politicians. These seminars had large attendance and helped take the discussion on the need for constitutional change to a larger public.

Constitution, Democracy and Peace

Following the above series which ended in June 2005, the Ministry has already launched a new series of public seminars on "The Constitution, Democracy and Peace" targeting a wider audience to include students and teachers as well as the general public. The first in this series was held at Anuradhapura in June 2005. Two others were held at Kegalle and Ratnapura.

Several other seminars in this series are to follow in locations away from urban centers.

Constitutional Affairs Division

Programme:- Awareness Programme for school children regarding the Constitution

Location:- WP/Bomiriya Madya Maha Vidyalaya

Participants:- 980 school students

Resource Persons :- 

  1. Fundamental Rights –Mr. Uditha Egalahewa (Consultant- Ministry of Constitutional Affairs and National Integration).

  2. Introduction to the constitution A.M.K.P. Abeykoon(Resource Assistant – Ministry of Constitutional Affairs and National Integration).

Observation:- There was active participation of the students. Many questions on various legal issues were put forward to the Resource persons. They asked question about topics.

 
Date:- 27-04-2007

Programme:- Workship on the provisions of the Constitution relating to Fundamental Rights,
                      Public Service and Devolution.

Location:- Animal production and Health Department Institution of continuing education
                  Peradeniya, Kandy.

Participants:- 110 public officers.

Resource Persons:- 

  1. Public service and Fundamental Rights by Dr. Jayampathy WickramaratneP.C. Senior Advisor to the Ministry.

  2. 17th amendment to the Constitution and the Role of the Public Service  Commission by Ms. Lakshmi Gunawardane , Secretary, Public ServiceCommission

  3. Practicability of devolution of powers by prof. Ranjith Amarasinghe University of Peradeniya.

Observation:-  There was much enthusiasm among the participants to seek clarification and several issues confronted by them. An evaluation of the workshop was conducted by providing a questionnaire to the participants, for which very encouraging comments were received.
