This project commenced activities in November 2003 as per the agreement signed between the Government of Norway and the Government of Sri Lankan October 31st, 2003. The amount granted was Rs. 31.58 million or NOK 2.4 Mn. (Kroners) for one year. The initial two months, November and December, were devoted to establishing the project including the recruitment of staff, renting of office premises, procument of furniture and other amenities with expenditure amounting to Rs.1.1 million. A new management was installed in June 2004. Both the steering Committee and the Project Staff were re-constituted with a multi-cultural composition. The objective of the project continued, but with a new focus. The immediate strategy was to build support among various constituencies for the early resumption of peace negotiations between the Government of Sri Lanka and the LTTE movement.

29th of January 2005 – After the Tsunami Disaster, a seminar under the theme “Future of the Peace Process” was held at the Sri Lanka Foundation Institute. Chief Guest at the Seminar was to build brotherhood between the North and South and to continue on the journey for peace and to mobilize consensus among political parties on this issue.
- Settlement of disputes in Kotabowa in the Monaragala District on the 3rd day of April 2005.
In order to seek a solution to the communal disharmony among the Muslims and the Sinhala in Madagama, Kotabowa in the Monaragala District on or about the 11th and 12th of March 2005, the Deputy Director and Attorney-at-Law Mr. Rajitha Pandithasekara and the Co-ordinator of the Project, Mr. Jayaweera Hathalahawatta visited the scene of the incident and the inquired into the matters and submitted a report as regards the dispute.
- One day Awareness Workshop Programme was held on the 18th of April 2005, for the officers of the Meditation Board under the theme “Functions of the Meditation Board in solving the Ethnic problem”. This was held at the Auditorium of the Nagarodaya Centre. Minister of Constitutional Affairs and National Integration, Hon. Dew Gunasekara was the Chief Guest.
- School children Peace Programme “Sama Daruwo” was held on the 18th of May At the Auditorium of the Medagama National School in the Monaragala District. Two hundred Students from five schools participated.
- An Awareness Programme was held on the 19th of May 2005 for the Officers of Meditation Boards, Grama Niladaris, samurdhi Managers and Samurdhi Development Officers. About 225 officers in all participated at this programme.

On the 12th day of June 2005, an awareness programme was held to the leaders in village level to explain the Federal System of governance and the Federal systems followed in other countries. This was held with the co-ordination of the “PAFERAL” Organization. The first seminar was held on 12th of June 2005 at the Auditorium of the Sarvodaya Centre at Polonnaruwa.

A Workshop for Provincial Councilors in the Nuwara Eliya District was held on the 18th and 19th of June 2005 at the Nuwara Eliya Galpe Hotel. The Chief Guests at this workshop were Prime Minister Hon. Mahinda Rajapaksha, Minister of Constitutional Affairs and National Integration, Hon. D.E.W. Gunasekara, Minister of Estate Infrastructure, Hon. C.B. Ratnayake and the Chief Minister of the Central Province, Hon. Sarath Ekanayake.

A Seminar was held on the 20th June 2005 under the theme “ The Present Peace Process”. Religious leaders of all sections attended the seminar held at the Auditorium of the Sri Lanka Foundation Institute. Religious dignitaries including Buddhist Priests, Hindu Priests, Muslim Maulavis and leaders of Christian, Catholic religions leaders participated.

On the 26th June, 2005 a one day seminar was held for the officers of the Meditation Board, Grama Niladaris, Samurdhi Managers, Samurdhi Development Officers under the theme of Ethnic conflict, present position, peace process at the auditorium of the Ampara Town Council.

A Seminar for Journalists was held on the 20th and 21st of August 2005. The Chief Guests at this seminar were; the Minister of Constitutional Affairs and National Integration, Hon. D.E.W. Gunasekara, Minister of Port, Civil Aviation and Media Hon. Dilan Perera. This seminar was held at Ranweli Holiday Village Hotel under the theme of “National conflict and Peace Process”.

On the 30th August 2005, a seminar was held at the Auditorium of the Ampara, Town Hall, for the officers of the meditation Boards, Grama Niladaris, Samurdhi Managers, Samurdhi Development officers and members of Rural Development Societies and Members of Womens Organizations. At this seminar discussions focused on the national conflict of Sri Lanka, Peace Process
- A recital of songs of peace in the name of “Sath Sith Nada” was held on account of the International Peace Day on the 21st of September at 6.00 p.m. at the Elphinstone Tower hall.
- Sri Lanka Broadcasting Corporation is broadcasting five Sinhala Language Programmes from 7.00 a.m. – 8.00 a.m. and five Tamil Language Programmes each Saturday through its National service. Action is taken to continue this programme in future as well with the contributions from learned resource persons.
